Oxidization on rims

So I put my summer rims on the car today finally. I had them stored in the garage at the house Ive been living at and when I put them on the car I noticed a lot of what looks like oxidization on the lip of each rim. I went and bought some Mothers mag and aluminum polish hoping it would take it off. No such luck. It kind of dulled some of it so it wasn't so white but its still there. What can I do to get rid of it? if I use some fine steel wool to get rid of the oxidization and then use the polish to clean up the scratches would that work?
