I am about to go through the install for angel eyes and was wondering if I need to remove all bulbs and my HID ballasts from the headlights before baking. Thanks.

Ya you need to remove both the bulbs and balasts , for sure !!!
Check out the Pinned thread on baking recipes up in this section - I think it's covered in there along with some good How-To's from members . You can add your recipe too , once you're done and ask any related questions to modding DDE's & Retrofits as well .
You'll need to remove the back plastic parts on the rear too , to prevent melting .
If you're going to rebake them in the future with your DDE's in there - integrated mini-balasts & wires might melt along with rings/silicone .
A good alternative is the heat gun .
