Hmmm... so for 60 bucks, I can put a set in both my integrated fogs and high beams (both of which I rarely use), but in the rare occasion that I do use them they will look a lot better than the stock ones? I am guessing these are also 55watt bulbs like stock, so no excess electronics are requried.

With that lifetime warranty it sounds like a great investment....but remember what happened with most of the people who bought Luminics bulbs with a lifetime warranty. Sure, Luminics replaces them for free, but then you have the hassle of changing out your headlights every two months or so.

I might at least put out 30 bucks for a set of high beams, but not until I pay off my 5000k Xtec kit first

They're just the halogen bulbs that are rated at 4000k, which means slightly lesser output. A lot of people run PIAA and Luminics. I have a set rated at 5150k for my low beam and fog lights. They look great, but for 4000k, don't expect them to be "white".
