No 2 HIDs are exactly the same. The sellers/manufacturers/whomever are supposed to light them both up and match them with the ones that match closest to make a matched pair. If you just installed the kit I'd complain to the maker that the light output isn't the same.

this might be caused during installation where you might bended the projector shield some how and cause the blue cut off. People have been doing the shield bending method to get the same effect as OEM projector HIDs. There is nothing wrong with the bulbs specially you said that they looked same when you facing the car. In order to fix this you need to bend and adjust the shield to make them look the same from all angles.

BTW scans007 got the HID from me, but the bulbs are out of warranty anyway.

If they're the same colour when you look at them directly then surely they are ok.
If they look different in reflection then surely thats normal also.

HIDs look blue because theyre a purer white than halogens and your brain interprets this as blue because it's used to associating the yellow tint of halogens with white.
The light you see reflected and refracted is not the same purer form of white and therefore you can't trust what you see reflected.

My halogens have a rainbow effect along the top of the beam when reflected off my garage door but not when I look at them.

Theres a big difference between real drivers and those who just hold a licence.
