Is my 6's fuse box wrong?

I have a mazda 6i (2003) with the appearance package and lower besel fog lights

sorry if this sounds repetitve of the post earlier but my problem is different.....

well i've wired my sisters fog lights in her Sebring to come on when the parking lights are on by running a little wire in the fuse box to give the fogs power when the taillights are on (no not brake). Once i got my 6 i figured id do the same thing and it would be a simple 5 minute task. Well it didnt work out..... i took out the fuse for the fog lights and they were still lit..... 1st i was like wtf and went on pondering and went ahead and wired them up... no luck..... next i removed the fog relay in the fuse box..... again, the fog lights come right on without the relay OR the fuse being plugged in...... im sure this isnt normal

does anyone have any idea why this might be happening or how i can wire them to come on when the parking lights are on?
