Why do we need double filament signal bulbs?

My question is, why do we need double filament bulbs for front signal? cuz all it does it flash while signaling, and never turns on any other time. the driving/parking lamp is that little bulb in the high beam's housing. so what does the extra filament in the bulb do for the 6?
