Fog lights are not
meant to be an extra set of headlights. They are supposed
to be aimed at the road directly in front of the car. They're mounted low on the bumper and close to the ground to minimize backscatter to the driver's eyes due to the fog (or snow, or whatever). Instead, all you see is the light that actually reflects off of the road (minus what get attenuated by the fog).
If you aren't seeing any effect by turning on your fog lights, then it supports my earlier post... The specific roads you're having trouble with simply aren't very reflective!
