Is there a difference between chrome plated and "real" chrome because the reason why im asking this is because i brought some rims from wheelguyz and they started to chipped pretty back only having them close to a year.........

Chrome is a plating, but there are different types of plating. It sounds like you have only a single plate or something. Most quality wheels will have triple chroming. Did you get any kind of warranty?
