He's getting KR, so his AFR will be skewed because KR causes the ECU to richen the mixture. Reducing WGDC won't reduce boost in your case, because your WG spring preload is set high enough that it's out of the EBCS's control. I had suggested reducing the preload on the spring so you can reduce boost until you have no KR, so you can tune the MAF and proper WOT AFR. Then begin to raise boost.

Max enrichment is 10.9 and i saw 10.45 in one spot. I have tried to dial in a WOT afr but i def think the KR is affecting it. Its spot on in places then go's crazy. I can get the boost down more and see if that will allow for a clean WOT MAF cal i guess.

Yeah, that's what I've been trying to tell you . Here's a quote from the Mazdaspeed COBB ATR help file (a more credible source):
