Glare above xenon headlight cutoff

Hello. Does anybody else have this glare above the cutoff line on the xenon stock headlights 2009? I dont remember seeing the glare on a 2013 I drove before. You can see what I am talking about in the pictures. It doesnt seem like much, just a line above the cutoff line, but at a distance it kind of blinds drivers, and the cutoff lines doesnt look good.

That's how they're designed. It's a smaller beam of light that helps to illuminate overhead signs on highways.

It may seem that it would commonly blind other drivers, but 99% of the time, it's not noticeable to oncoming traffic. I've even adjusted the aim on my HIDs slightly higher, and have tried approaching my car, similarly to an oncoming driver, and I didn't notice any glare.
