License Plate Help (Not A Mazda)

I recently inherited a 2000 Saturn LS. It's rough around the edges, but is mechanically very sound. It'll make an excellent daily commuter so I can save miles on my 6. One of the issues I'm having is with the license plate up front. Looks like someone or something tore the plate right off the bumper. The two holes are still there where the original screws went in but they're pretty torn up. I'm thinking of just using toggle bolts and some silicone and/or grommets to repair but was wondering if there were some better fixes?

I'll post a pic later tonight for reference.

I think you are on the right track. If you can reach the back side of the bumper cover (the back side of the holes), I would get some stainless steel bolts and nuts and use them with rubber grommets. It will keep it looking clean.
